ICASSP 2005 marks the 30th Anniversary of this important conference for the signal processing and communications community. In the past 3 decades, the world has undergone a revolution in information technology that has drastically altered our daily lives. ICASSP has been part and played an important role in developing key theoretical breakthroughs, new technologies, and critical algorithms for advanced telecommunication system and network design, hardware DSP implementation, as well as for audio, video, and image processing at the application layer. As the future is bringing new broadband wireless access techniques in conjunction with extensive internet use for novel communication services and applications, extensive efforts are being undertaken by research, industrial and standardization communities to develop new technology for the future challenges in developing ubiquitous multimedia multi-standard communication systems and broad applications of sensor networks. Historically, government funding agencies have provided strong support for research activities in signal processing for communications (SPCOM). At a critical time when novel technologies such as UWB, sensor networks, and MIMO wireless are often pulling researchers in different directions, the SPCOM community can greatly benefit from a panel of visionary program managers from several countries that historically have had a strong presence at ICASSP. The objective of this panel are to highlight the current research focus of different funding agencies, to present perspectives on future development in order to promote future research activities as well as business strategies, and to open a new channel of communication between researchers and program managers.
